The Quigley Insurance Tower is a growable Commercial building that appeared for the first time in SimCity 3000. It also appeared in SimCity 3000: Unlimited (known as World Edition in some places), an updated version of the previous game. It is likely the tallest growable building in both games (not including other building sets from the Unlimited-European and East Asian sets), and is also one of the three "4x4" Commmercial skyscrapers (the others being the Corporate Ground Zero Plaza and Gray Matter Place).
The building resembles the second place competition design of the Tribune Tower, a tall and impressive skyscraper in Chicago, IL. However, the building in the game appears much taller than the original design.
Despite not being in SimCity 4, it can be considered a C$$$ building. In order for it to grow, the land value must be "Very High" or "Astronomical". Once the building is constructed, the land value must stay at or above "High", otherwise the building will become abandoned.
